Add a framework for Texinfo documentation.
* bootstrap: Don't overwrite existing ChangeLog
* doc/.gitignore: New file.
* doc/Makefile.am: Update.
* doc/vmod_dbrw.texi: New file.
* doc/fdl.texi: New file.
