Tagr stands for Traffic Analizer and Grapher. It is a tool designed
as a light-weight replacement for MRTG and similar tools. Tagr listens
on a UDP port to receive traffic data packets generated by
ipacct, computes statistics and generates corresponding graphs and
html pages.

The tool was originally created by Max Bouglacoff while we fiddled
with ipacct project in Farlep. We were rather short of time, so
Max borrowed the graphics part from the `rateup' program (MRTG)
and managed to write the whole thing within a couple of hours.
In his usual sarcastic (or was it cynic?) manner, he baptized
it `taxcollector'.

The tool was used successfully since then, and, despite its
deficiences neither of us felt like cleaning it up.

Its time came only when we have set up `ulysses', a Linux box
that was to handle mirrors of gnu.org and TUHS (The UNIX Heritage
Society) in Ukraine. All of a sudden we found ourselves in need to
see the traffic consumption in real time, so I have excavated
`taxcollector' sources, rewritten configuration file parser, added
HTML preprocessor, configuration suite and did a number of minor
cleaning up chores.
